Foreign workers with an offer from a Qatari employer with an active work visa quota.
Spouse and children of an RP holder earning QAR 10,000+/month (or QAR 6,000 + housing). Some professions permitted at lower salaries.
Foreigners meeting one of: 20+ years lawful residence in Qatar (10 for children of Qatari mothers); exceptional service to Qatar; special talents needed by the state. Cap of 100 approvals per year.
Foreign investors with a licensed Qatari company (100% foreign ownership permitted in most sectors under Law No. 1 of 2019).
Foreigners owning property in Qatar. QAR 200,000+ purchase → renewable residence for owner + family. QAR 3.65M+ (~USD 1M) → permanent-residency-eligible with additional benefits.
Students accepted at a Qatar-accredited university or Education City institution.
Visitors attending events / matches at Qatari venues, GCC residents, and select tourist categories. Originally created for FIFA World Cup 2022, now the standard e-visa for many visitors.
